Is a Shippers Export Declaration needed to export goods with an ATA Carnet?
When temporarily exporting and using an ATA Carnet, the exporter must file an SED for goods valued at $2,500 or more. The exporter also has to show the ATA Carnet to a CBP officer prior to leaving the United States.
